“Development strategies of small- and medium enterprises (2007-2013)” – intermediate evaluation (2010) We performed the intermediate evaluation of “Development strategies of small- and medium enterprises (2007-2013)” in association with Ernst & Young Consulting Ltd. The evaluation was ordered by the Ministry for National Development and Economy. We analyzed the adequacy and substantiation of the strategy, and evaluated the experiences of its implementation. While we examined the adequacy and substantiation, we concentrated on the coherency and the substantiation of the strategy’s text, and during the evaluation we focused on the realization and efficiency of the strategy. In both tasks we emphasized the examination of the international financial and economic crisis, which started from the American mortgage market in 2007, and affected Hungary’s economy and the SME-s badly.
Midterm: Three and a half year of the New Hungary Development Plan – summary and background studies. (2010) The aim of this study was to help the debate about the usefulness and the results of the development politics, and to support the efforts of the Economic and Social Council to encourage strategic decisions in the area of development politics. In the completed studies we focused on the year 2009, and we examined the crisis’s effects on the consumption of funds distributed by the EU.
Selection methods of NHDP – evaluation (2010) We performed the evaluation of NHDP’s selection methods in association with Ernst & Young Consulting Ltd. The evaluation was ordered by the National Development Agency. The aim of this task was to discover the experience of the project-selection methods, and to articulate recommendations for the correction of the system’s efficiency. The results of this evaluation functioned as an input for the development and execution of the action plans in 2011-2013.
The impacts of I. National Development Plan on the employment We performed the evaluation of the impacts of I. National development Plan (NDP) on employment in association with Kopint-Tárki Ltd. The evaluation was ordered by the National Development Agency. As part of the international project there were similar evaluations in the countries of the Visegrád-group. The purpose of this project was to examine the impact of cohesion-politics. We used secondary analysis, and studied the effects of NPD’s financial support on the number of the employed.
Methodological, theoretical frames to the analysis of the operation of the state (2009-2010) This study was prepared as part of the cooperation between the State Court and the Competitiveness Research Centre. Its aim was to substantiate the research about the problems of the operation of the state.
Basic questions of development politics (2009) In this study – which was ordered by the Economic and Social Council – we reviewed the lessons of the usage of the Cohesion and Structural funds. We focused on the usefulness and efficiency of these funds, and on the conciliation of the developments and the sectoral policies. We summarized the results of the most important assays, evaluations and the debates appearing in the press. We analyzed the data of opinion polls and monitoring data of the supporting system with regard to the topic.
The work is far away – employment problems of people with lower education in Hungary (2009) In this study – which was ordered by the Economic and Social Council – we reviewed the employment problems of people with lower education, and we formulated recommendations for the ESC and for public actors.
Cohesion Policy Evaluation in Hungary (2009) The project – coordinated by the Polish Regional Development Ministry – reviewed the evaluation routines of Visegrád-countries. Our Hungarian case study portrays the history of the inland evaluation system, its institutional background, main results and challenges.
NHDP-history (2009) We participated in the evaluation that reviewed the lessons learnt of the three-year program planning of the New Hungarian Development Plan. The study was ordered by the National Development Agency and we were involved in the project as the subcontractor of Kopint-Tárki Ltd.
Survey about the developer’s costs, added to acquiring and using of financial supports (2008) The survey about the developer’s costs, added to acquiring and using of financial supports was ordered by the National Development Agency, and it was prepared in cooperation with the HBF Hungaricum Ltd. Our aim was to measure the administrative burdens and come up with recommendations for their reductions.
Indicators in strategic governance – The conception of Hungarian governmental feedback system (2007) We prepared a recommendation about the adaptation of metric systems in governmental work. This paper was ordered by the Prime Minister’s Office.
